Why would a payment on a debit card be declined when there are sufficient funds in the account?

I have a moment ago tried to make a payment over the phone with my debit card, but have been told my card was declined (3 times), so I called my bank who confirmed that I had enough funds and that there was no reason why a payment shouldn't go through. So I called back again to try and make the payment and was told again that my card was declined. Why would this stumble on??
that happened to me yesterday and i had enough money in my account and my debit card was declined and i called my bank and they said they had a problem with the systems so that could be it

Nope... never had any cards and I never will.
Those things promote too many problems...
