Call the Embassy. It seems doubtful to me that you will get a Visa so quickly, I don't know for sure. But my advice would be to call and ask these questions.

I am a devotee visa holder in the UK from a non-EU country, my fiance is planning to get here using a tourist visa for us to get marry. Will the England's law allow us? If yes, what are the documents do we scarcity to produce?
No you won't be skilled to marry in the UK. Firstly if you apply to get married you have to produce documeents and when they see that both of you only have student visa and tourist visa you would be reported. non-EU partner can participate with them or stay with them in the UK. .. The registrar is required to report any civil partnership to UK ... Under the Civil Partnership Act 2005
